| 国境 国防・国益・国土・国境・国籍、どうも、「トラブルメーカー・禍の根源」のような単語ですね。 それまで、隣同士で親しく楽しく暮らしていた人々が、この問題に熱中して、あっという間に不倶戴天の敵同士になった例、歴史が後ずさりした例は、悲しいほど数え切れません。 どう云う訳か、権力者は、諸般の理由で落ち込んだ窮地からの脱出に、このシナリオを利用します。尖閣諸島問題は、常住集落のない離島を主題としています。 空騒ぎの舞台には、絶好でしょう。 これが、もし、すぐお隣の台湾だったら。 世界には、国境・帰属の紛争に巻き込まれている人々・地域が無数にあります。 国があれば、国境があり、そこには必ず板ばさみになり、引き離された家族があります。 固有の文化・言語を有しても国土を持たない、虐げられた人々としては、人口三千万のクルド人が有名です。 西欧諸国でも、ベルギー・スペイン・カナダ・北アイルランド等々、文化・言語・政治の軋轢を抱えている国々が、これほどあるのかと、驚くばかりです。 中国・米国・ロシアといった大国の場合はなおのことです。 紛争を、法律・約束・話合いで解決するよりも、暴力で決着を付けたがる点で、国家と暴力団・やくざ・マフィアは、区別が付かないほどそっくりです。 被害者は、常に一般市民という点も。 国土絡みの、国家間の暴力使用の被害者を出さないためには、定住の領域を保ちながら、住民の意志を社会の仕組みに反映させる手法を見つけなければなりません。 EUは、事務・管理の一元化という、いわば、ソフトウエヤーで解決しようとしています。 しかし、言語・地理と深く関わる地域経済が国籍と同意義なかぎり、国家間紛争が内紛と改名されたに過ぎないとも言えます。 そこで、たとえば、境界線有り。国家権力無し。 白地図地域を定めるというのは、どうでしょうか。社会的な仕組みとその運営は、その周辺国家が、たとえば３年間ずつのローテーションを組んで交代して行う。 このローテーションを繰り返しているうちに、住民にとっては次第にその仕組みの利便性・優劣が判り、帰属先が明らかになってくる。 あるいは、独立の道が開けてくる。周辺諸国も自国の問題点に気が付く。こんな訳には行くわけない・・・・・・ The border “National defense”, “National interest”, “Territory” and “The border”, these words do not assure me. I associate them with trouble maker, menace and nightmare. There have been so many sad examples that good friendly neighbors turned to mortal enemies just when they had become being interested in such matters. Then the huge gears of history start to turn back wards mincing human flesh. Somehow the state powers love to utilize this scenario when they are in troubles, caused by their own deeply seriously dissatisfied people. There are a lot of areas which are involved in the border disputes. And there are a lot of people who are living in the areas. There are nations then inevitably there are the borders and people who suffer the separation and segregation. The Kurds are 30,000,000. They have their own language and own culture but do not have their own nation. Belgium, Spain, Canada and North Ireland, these nations have internal alternatives of the problems. It is natural that the huge nations as China, USA and Russia have both border disputes and internal ethnic problems. The gangster group, Yakuza or Mafia are very similar to the nation. They prefer to use violence to solve problems. The victims are always common citizens. We must find a solution that we citizen shall not become the victims by the national and international violence. At the same time we must find a manner to establish or choose the social system that reflects and satisfies the will of the population. E.U. is trying to solve the border problems by the unification of official administrative systems. But so long the nationality means the local economy, the fact is not solved. I.e. international disputes are baptized internal disputes. I suggest introducing a concept of the blank area. The area has a surrounding border. The area doesn’t belong to any nation. The surrounding nations shall establish a rotation system, let’s say, three years as one period. One nation applies its social system and administrates this blank area for three years. Then the next nation shall take over the area and applies its system. The population of the blank area gradually learns difference, merits and demerits. After some rotations, the population can choose a nation or would take the way to independence. Those surrounding nations might become aware of the bugs in their own systems. Optimist........ Why not. |
