国さまざま
香港や澳門が中国に返還されて、１０年になります。 今年は横浜開港１５０周年だそうですが、私には、田舎の寒村だった香港が大都会・経済中心になってきた経過と、横浜の今日までの歴史が重なって視えます。世界の近代史の時系的進行から、当たり前なのでしょうか。 それでは、東京・江戸と澳門の始点がほぼ同時ということは、これは、歴史的偶然なのか、当然の事実なのか、どちらでしょうか。 鉄砲伝来が戦国時代に果たした役割を考えると、偶発性と、その避けられぬ展開ということかも知れません。 人とその人生のようですね。 ５００年前には、宣教・伝道の姿を借りた、飛び石作戦による領土拡張に疑いを持たれることは無く、侵略者・虐殺者は国家や教会の功労者でした。 １５０年前には、麻薬の販売・消費拡大が通商・交易における当然の項目とされました。 今日、石油・天然ガスの権益確保を目的とする戦争が続けられているのは、公然の事実です。
澳門・香港は、皮肉なことに、返還と同時に、中国にとっては西欧文明の窓口、宗主国にとっての、資源確保・市場支配の基地という、４５０年間あるいは１５０年間果して来た機能を失い、消費・観光産業の振興に生き残りを掛けることになりました。 香港港の巨大なコンテイナーターミナルの操業量は、最盛時の三分の一と云われています。 澳門のカジノは、返還時には、一箇所。それが、７年前に規制緩和となり、今では、３０箇所近くあります。そして、さらに増殖中です。
私は、仕事上や観光で、北京・上海・大連等、中国本土への旅は幾度か経験しました。 返還後１０年も過ぎた、香港・澳門に観光旅行をすることを、今までの旅行とさほど異なったものとなるとは予想していませんでした。 しかし、出入国の書式・通貨、街並・賑わい、今回は、これまでの中国本土の場合と大いに様変わりしたものでした。 一国二制度で、香港と澳門は、それぞれ中国とは異なった独自の法制が後４０年間適用されます。 ５０年間の移行期間がまだ１０年しか経っていないのです。 東京・香港・澳門・香港・東京と旅をすると、微妙に形式の異なる出入国手続きを、合計８回することになります。 通貨も、香港ドル、澳門パタカとなります。 もっとも、日本円か米ドルあるいは中国元でなんとかなるわけですが、いかにも、毎回、交換率で損をするのは癪なことです。 それに、街角のラーメン屋さんでは円・ドルは駄目です。カジノでは、厳格にパタカしか通用しません。
国家の存在意義が軽く、不確かになりつつあります。 経済はとっくに世界を一つにしています。教育も医療も娯楽も国境がなくなりました。 アジアでは、とくに我国では、国家のアイデンティティーを自国語の独自性にすがり付き、頼りにしています。 しかし、英語・スペイン語圏にはいくつの国がありますか。　となると、通貨を守るのが国で、国力でしょうか。でも、EU諸国は、通貨をユーロに統一。そして、言語はバラバラ。　もう、軍事力を勝手気ままに使う単位ぐらいしか、国家に意義はないのかも。しかし、ここでも、EUは一単位。
オリンピック・ワールドカップ。国の威信・誇り、スポーツの世界は、分かりやすいね。

Countries, nations or states
It has already passed 10 years since Hong Kong and Macao were returned to China. Yokohama celebrates her 150th anniversary this year. For me, the process and history of Hong Kong and Yokohama are quite similar. Perhaps, it is natural, the causes and results of our modern history are similar. Tokyo and Macao started their developments at the same time. Was it just a coincident or a natural result? When I consider the role of the guns in Japanese 16th century, it could be defined as a matter of contingency and its natural inevitable development, just as our lives. 500 years ago, nobody questioned that a nation expanded its territory by force often under the cover motto of religious missions. The invaders and the slaughterers were the heroes at home and in church. 150 years ago, to be hindered the narcotics trade and the addicts’ promotion were good and decent reason to open a war. Today, the military forces are common means to secure the resources of the fossil energy.
When Hong Kong and Macao were returned to China, they lost their functions; i.e. for China, the gates to the western civilization, and for their suzerains, the bases and terminals to control and to secure the Chinese market and resources. Isn’t it logical and ironical? Now they must survive as the consumers’ and tourists’ paradise. The huge container terminal of Hong Kong runs only a third of its capacity. Macao had one casino under Portuguese period. Today there are 30 casinos and still increasing.
I have been in Beijing, Shanghai, Dalian and many other places in China.
I presumed that to travel to Hong Kong and Macao couldn’t be so different from to the China main land since these places have been a part of China for 10 years. But both Hong Kong and Macao were not China. There is a period of transition. For 50 years, a system so called “One country, two systems” is applied. There are still 40 years of the period left. The currency in Hong Kong is Hong Kong Dollar and in Macao is Pataca. If you like, you can try to use US Dollars, Japanese Yen and Chinese Yuan. And it would work at big hotels or shops, but you might not feel so happy losing exchange rate every time. If you really want to try the local noodle restaurant, only Pataca is available, and at the casinos strictly only Pataca.
The reason of nation’s existence is getting weaker. The world of economy has been united and we are forced to meet its hard consequences. In the field of education and entertainment, there is no border. Some nations are trying to hold their identity by keeping hard their own individual language. But do you know how may nations use English or Spanish? Do the nations defend the stability of the currency? But the EU nations have one and common currency “Euro” and the languages are many. Is the military power mastered by its own nation? But here again EU nations have common forces.
At the Olympic Games and at the world cup, we can feel and taste the dignity of each of our nations. The sports world is so simple and understandable.
